I don't think it's stupid that she has it under her name, but I do think it's stupid that she's been taking it upon herself to get everything for the apartment. Its hard to live with someone else. I am in a similar situation where I have paid for everything in my apartment and my roomie hasn't done anything. However, I have told him I've very pissed off and we've worked out an agreement. Your friend needs to talk to these room-mates and explain why she is upset. Now, are they actually not PAYING for this stuff or just didn't call to get it installed? I have to say your room-mate is a bit daft to put everything under her name... since if they chose NOT to pay then she's pretty much in trouble. The boyfriend thing shouldn't be a problem.
