He wasn't supposed to be back on campus, let alone back at the dorms. My brain shuts down every time I see him. Because...of the way he acted. I'm not going to go into detail about it...but he creeps me out. Quite frankly, he scares me. And humans, let alone boys/men, usually don't. I didn't report him, last semester, to Housing, b/c he was supposed to be transfering. I'm thinking, if I get this 'feeling', again, I may just start with talking to the Housing Councellor/Aide, and let them know how I feel, and why. Perhaps they can arrange something or do something about the situation. A situation reported to the police has to represent a danger, or a threat, to the student(s) on campus/in the dorms. He was just going to transfer to another school, where he could further, better, in his degree, because he wasn't feeling like he was being challenged enough, here.
