He may not want to settle. If you okay with the way things are going right now, then you are not wasting your time. You are living your life, being young, and having fun. He may be waiting for you to ask him to "settle down" with you. It can't hurt to ask. It seems like he cares to me, but I hardly have enough information to tell. I have no idea what is going on in his head. He is the only one who can tell you that. If you are looking for a serious relationship it doesn't seem like this is the best situation for you.
