Suppose you left school, you owe the school money.. but u've now decided to go back to school and still cant pay the money back, can you apply for financial aid again?

You would really have to discuss this with your school's financial aid department. They may have another system set up, or a special grant or waver allowing you to still attend.

If you owe the school itself money, like in unpaid fees, you'll have to pay those back first.  If you have outstanding student loans, you can take out more loans, up to the federal maximum, and get a deferment on the payback of your existing loans.
