I know that no one expects them to recover and everyone thinks that they are a troublemaker. I'm sure this person thinks the same thing because that is how they've been treated their whole life.  I know that the only person who can change them is themself, but what can I do to make them feel better about themself and to help them?

Just wait until they overdoes and go to the hospital, that should shake them up enough to stop. Or, your friend could be too weak to stop doing drugs, and they will live a pitiful life that consists of one high to the next.
