But just to check, i only need to be a British citizen right, not a resident?
Are you a British Citizen, member of the EC/EEA, Commonwealth citizen or foreign national resident in the UK free of restrictions?
If you answer no to this question you will not be eligible to apply.
Are they even recruiting?
here it is rephrased on the self-assesment questionairre: you need to be a british citizen or a member of the EC/EEA. Commonwealth citizens and foreign nationals who are resident in the UK free of restrictions can also apply. Do i qualify? w/o being resident in the UK?

As for your original question, the wording seems to imply that as long as you have a residential address where you live in the UK (not restricted by the amount of time you've been here) you are eligible. Otherwise I don't see how you would apply for a job if you don't live here at all.
The bold is pretty clear.
