If you answer no to this question you will not be eligible to apply.

I know a lot of good people from the force, and they're taking flack at the moment. But the wording is slightly ambiguous anyway, so I'd phone up the applications office or whatever the contact number they have listed and ask them flat out. They should be able to give you a better answer. I have a British passport Well are your parents British then but you live overseas or something? Otherwise I don't see how you could have gotten a British passport without living here. As for your original question, the wording seems to imply that as long as you have a residential address where you live in the UK (not restricted by the amount of time you've been here) you are eligible. Otherwise I don't see how you would apply for a job if you don't live here at all.
