Well obviously if they are all corrupted then that's not going to be a good thing for this system. So evidently some scheme would have to be devised by which corruption within the "party" could be prevented.

My first thought would be to devise a system whereby the members of our imaginary circle jerk have no potential to gain from any form of corruption, or maybe no potential to gain at all. So basically their lives are kept in a permanent state of stasis, where there is nothing to be gained or lost. Hopefully this would take away any motivation to become corrupt.
