I've done gymnastics off and on since i was 3 years old and I'm naturally short and small... i don't think gymnastics did that, because a 4'11 and 80 something pounds would look ridiculous having huge boobs

gymnasts are usually short and thin. Most really short or thin people aren't very large in the chest...that's usually though.

Well for your entire gymnastics career you're forced to keep a certain weight and body fat percentage, and you're on a strict diet, aren't you? That definitely affects breast growth

I've seen some gymnasts with decent sized boobs, but they are usually really athletic so they don't have much body fat to make boobs

This doesn't happen solely to gymnasts. This is a natural occurrence to practically all competitive athletes.
