I would say when the kid has a part time job, so they can call to get a ride. At least high school, any age younger doesn't really need one.

Kids have no need for cell phones. Period. I see 5 year olds at the mall texting on their cell phones and I just shake my head sadly. If people want a cell phone, they should pay for one themselves, not rely on mommy and daddy to pay for one for them. It's just stupid. The minimum age that I think it's ok to have one is 16, because then you can have a job and pay for the phone and the bills yourself, plus you'll be considered a tad more independent then anyways. I mean, hell, I'm an adult and I've never had one, and I've survived just fine. Cell phones are NOT a necessity!

When you are old enough to be doing something to earn it. That might be extra chores at home (in which your parents can justify it), a job away from home (where you learn the value of a dollar paying for it yourself), outstanding grades (proving you're responsible enough, and that you don't need a job to prove it), or something of the like.

I don't think a 16 year old should be allowed to go our driving with their friends. Driving to a specific point, sure. Driving aimlessly? No. Anyway, I don't want to go derail this topic with what I approve of and what I don't, because that could get quite long-winded. :P

I guess that's where we vary. I don't drive alone, at night. If I'm ever in a car, and the sky is pitch black, I'm with someone else, or many 'someone elses', lol. I think, up 'til at least 16, yes, the parents should know where the kid is going, and who they're going to be with. I never had to be asked to tell that information. Heck, I'm 20 years old, and I live away from the house, and I still tell my mom, "Hey, going out to a bar, probably going to come back a bit tipsy." :P But, I think once you hit that age of having a car, you should be granted a bit more freedoms with that. 16 isn't 2, and it's 16 for a reason.

I just know that myself, personally, my phone gives me the comfort and security to drive around late at night, to go places without really feeling like I need to tell anyone where and why. If I get stranded or have a problem I have my phone. Yes, that's great nad all, but as a younger kid I feel like I don't deserve to have that feeling. As a younger kid (especially where I live) I feel like your parents should know where you are going at all times (or, at least, feel like they know, since I know people lie). Having a cell phone, having a credit card, having a car, those are all things that in a metropolitan city most people don't deserve until they are a bit older. I dunno, maybe that's just because it's what I'm used to. If my situation were different I may agree with most saying that 11-13 is the perfect time for a cell phone. Having a mobile phone just seems like quite an adult thing for me, so I don't feel it's something that non-adults should have. That being said, when I was younger (when I was in high school) my family had ONE cell phone (like I said, I grew up with them being a bit newer). Whenever someone went out (mom to the grocery store, me to the movies, etc.) that person would take the phone. So although I did not have a personal phone, I did sometimes have use of one. Not sure how well that would work nowadays though, and when I have kids it may be commonplace to have a cell phone in their pacifier!
