What are some good (free) VoIP services?

I'm talking about computer to landline/cellphone. I tried Skype, but I don't like paying for it. I've tried iCall, but it's way to choppy. What are some good ones?

sorry... didnt read the other part.

i think you actually have to pay for all of them... unless you mod a nintendo DS

however, some phones are getting the VoIP abilities
