Go to control panel ( windows button + R, then type "control" without quotes) or click start > control panel, then if you are in classic view click the sounds and audio devices icon, or if in category view click sounds, speech and audio devices, then change speaker settings. both ways should bring up the same window, then check "place volume icon on the task bar".

Right click on the Task bar and click Properties. Then click Notification Settings and tick the box, "Volume".
