You'd have to set up streaming software... I think Microsoft Expression has something to do this, but you have to pay for it. (Unless you're in college or your high school is willing to sign up for free by clicking here) I'm pretty sure it's Expression Encoder. You can stream using some type of windows media player format. The only problem is that you will have to mess with firewall settings and port forwarding... If you have a mac, I think Quicktime Pro will let you stream media.

They still have their free versions, although a couple of years old now, it does have these same features.
The closest I can think of is some of the on-line collaboration tools that let you share screens and alike... but I dread to think how badly that would work.
VLC does have steaming options to serve, so i guess you could stream from one machine, but I'm not sure how well the likes of pausing will work.
It wouldn't be too hard to write the software, you just need to either issue play/pause/rew/ff commands from a central location, and so the command to play or pause is sent to both machines.
How exact does it need to be? And what is this for?
