What is different about a 2.2 compared to a 3.9? Obviously one is bigger but if one fast? More power?

torque is the size of the fart coming out the VTEC hole

torque is a power rating, its what actually moves the vehicle.

depends what kind ouf cougar we're talking.. if we're talking the FWD european designed one, it's okay, if it's an older one, they can be made fast.

I'm pretty sure a bigger engine means more power, but also less gas milage. I'm not an expert, though, so don't take my word for it.
