I was recently in and out of court for a ticket, and something I noticed, anyone who had even the slightest doubt or had a ticket that was under 10mph got it thrown out. Prosecutors office doesnt want to waste their time on something like that. It is best to appeal the ticket rather than pay it, If he pays it he is subject to points against his record, which counts heavily against on his car insurance. Since the police officer took no reading, there is no proof, and I am sure he will not show up in court. If he doesn't the state will not pursue it and your friend will be dismissed without charges. If the state really wants to pursue it ( I doubt it sincerely, as it is a waste of their time and money more than yours) they will subpoena the cop ( something he will not want either) So yes, appeal it, it will not hurt. And if he goes there early it'll be over in less than 2 mins, guarantee you.
