What's become pretty obvious to me:
People often drive the same even in bad conditions. The same people I'm passing are passing me in downpours
People often just keep the same speed regardless of the speed limit. It doesn't matter if the speed limit drops from 50 to 35, many people just keep driving 45-50. Then, the same people who are ahead of me in these speed zones are holding me up when it goes back up to 50 (I like to go 55-60, but I keep it to 10 over in most areas).
Ticketing people obviously doesn't change their driving habits. I see places where like...everyone goes 20 over.
When the public is going 75-80 in a 55 mph zone, going 55 or 65 is fucking dangerous.
There is no real sensible use for speed limits in most cases. There should only be a series of 'common sense' laws that if violated bring serious penalties.
No tailgating
Especially no tailgating in adverse weather (happens surprisingly often)
No driving in a manner unsafe to others
No passing at more than 30 mph over the car next to you in heavy traffic (could be technically more specific, basically no roaring past people going 80 at 140 in fast traffic on the highway or something since idiots will cause accidents)
Must use turn signals
Must be able to stop at areas where crosswalks are present
Also, work zone speed limits are mostly bullshit, often when the workers are all gone and the speed limit is like 40 on a wide open 3 lane highway, the cops will all just sit there and nail people going 70. Traffic laws are as dumb as our drug laws because they both serve silly knee jerk reactions instead of actual safety.
Traffic laws practically dont exist in Houston. Unless a cop is around, its every man for himself.

Kids should learn to not go in the middle of the road when there are cars there. By the age of 5 I was able to cross a road that people regularly do 35mph around a blind curve. Parents these days are too relaxed with their kids around cars. I see too many kids doing whatever the fuck they want in parking lots. I would be in deep shit if I tried being an asshat in a parking lot, and especially in a road.
Speed limits are BS if drivers could learn to drive according to conditions (ie: snow storms, kids, school zones, fog).
Another problem happens to be current drivers. This winter when I was heading back from Alpine Valley (southern Wisconsin ski resort) there was very thick fog. I was going ~35mph on the interstate because there was no possible way to see more than a second ahead of me at that speed. But there were shitheads in SUVs and minivans with their hi-beams (makes seeing worse in very thick fog, for any noobs out there) on going in excess of 65mph. There is no possible way that they could have seen more than half a second in front of them.
most work zone fatalities arent workers, theyre drivers. stop putting them to work during rush hour instead of imposing stupidly low limits
if the kids are trying to cross and people are going like 50, people like that will get in trouble for other stuff anyway. thats rarely the case behind most school zone tickets as most slow down when kisd are there
and i think the license test should be a lot harder, and no i didnt just get a ticket. there are yield signs onto 45 mph roads sometimes here and it works just fine. if there are people coming, you stop. if there are not, you roll through at 5-10 mph. if youre unsure, you roll at 2 mph and stop if there are people coming. its common sense
the point is that speed limits usually nail okay drivers who are just not following the law instead of really nasty drivers. what i put up would nail the really bad drivers a lot more.
While the guys are working, yes. That's a very dangerous job.
School zones are mostly 25 mph, but only in the morning or afternoon when the kids are coming and going, not all day. I have seen many speeding through school zones when the kids are trying to cross the street.
When someone rolls through a stop sign, onto a street that's 45 mph it causes problems. I've seen it many times. Now, stop signs in a residential area where all speed limits are 25 mph is pretty stupid.
You don't think people should have a license to drive?
I've seen the cops more or less ignore all of the items you've listed. Except for high speeds on the interstate.

school zone speed limits (usually absurdly low and people slow down anyway when there are kids right there, the cops just pull people over when its technically school hours and theres none around)
stop signs (should usually be replaced with yield since most people just roll them anyway and its perfectly fine as long as you look)
driving license requirements
and mostly the fact that the cops enforce these bullshit numbers instead of actually doing something useful, which isnt a law, its more an enforcement priotity
