Here's the connection: if you regularly use the PM system (which you're likely to choose over Facebook or whatever if you get points for it) you're more inclined to want a larger inbox and therefore more inclined to donate. Plus I think more people would recommend this to friends as a way to have a support system as well as a way of interacting with friends. If they're banned, they'll just make another account and probably do it again and again until they're permabanned.
