Are theories composed of verified facts? Or are they fact less?

they are ideas and are just ideas but they can be based on some fact

Theories are comprised of facts and propose a conclusive fact [ie. a, b, c, therefore Z]

Theories have been backed up by experimentation so they are at least composed of the facts of observation.  If any given theory itself states a fact about the natural world that is confirmed via more testing of said theory.

Whats the point of this question anyway?

They generally are based on facts, and then there's some abstract concepts about how exactly those facts fit together, I guess.  It really depends on what sort of theory you're talking about.  One like evolution has quite a few facts, and the speculation makes a lot of sense.  That being said there are some theories that are complete, or almost complete speculation, probably mostly astrophysics or theoretical physics-type theories.
