if the top starts curling outwards so that you can see the bra when wearing a shirt how can you fix it besides buying a new one?

It depends on the fabric outside.. sometimes the top layer will melt.

i wouldn't iron it.  it all depends on what it's made of, though.  what does the tag say?

Yes, but low temp and only where its flat anyways. and not if there is a wire inside.
