To be honest, measuring "racism" as it is committed by a race is pretty meaningless, as race is a collective entity - not composed of as just one indvidual, but many.  For a race to be more racist, it would have to be uniform in their racial opinions, as if the race is somehow alive and an entity all on its own.  This is not the case. The more proper terminology for this, and perhaps what most are getting at, is that more individuals of a certain race may tend to be racist than another.  Obviously, any individual has the likelihood of being racist.  The question is, how frequent is it among one group over another?
