Correction, ma'am, Phoenix was ALREADY Mexico before the war back in 1847, nothing is turning into Mexico, it is just already it. 
That really means nothing. Just because Phoenix belonged to Mexico at one point doesn't mean you can still consider it apart of Mexico? Even in an unofficial sense. It has been apart of the US since 1914. I can't follow your logic here. And I live in Phoenix and don't really have much use for Spanish, I can speak a little bit but it's not really an issue here... There are a lot of Hispanic people but most of them can get by on their english. I can speak German.
