I have a similarly aged sibling, and I'm in a similar place as you in life. I think you should talk to him. What you say, obviously, is up to you. I suggest you tell him that you saw the things on his computer. Don't tell him anything about what you think about this just yet, but ask what he thinks about sex at this point, and his thoughts on what he's doing. After he starts the conversation, it will be easier for you to see what you need to say. Say something about how you don't want him to get the wrong idea about sex, then tell him whatever values your family has toward sex- whether it's important to your family to wait until marriage or until love or whatever. Just make it a casual conversation, and I don't think he will shy away from you, it may bring you closer together.
