like if you come across an attractive stranger, how would you get to know them anyway without asking them out first?

buy them a drink, ask them out for lunch or aa coffee (dinner is too serious if you arent already dating) and get to know them a bit before asking them out

major confusion alert! how do you ask someone out before you ask them out?

Isn't the whole purpose of going out with someone to get to know them?

Ask her a dumb question.

For Example: "Do you know what day is today"?

And start a conversation like that.

And appear dumb yourself?

Nothing wrong with it at all. The worst thing they could do is turn you down.
Being turned down is worse than not asking.

nothing i guess
it's just a bigger risk then getting to know them, making them comfortable first.
