A lot of girls and even guys begin acting like this when they get a significant other. They do need to make time for them--alot of time at that--but they rarely know how to manage it, resulting in incidents like this. However, your friends just sounds obsessed and overly clingy if she complains that she just wants to be with her boyfriend all the time.
