If you think about all the factors, the fact that she was shaved but with a bit of stubble all really points to it being nothing but a bit of friction burn. Keep it clean for a few days and if it doesn't go away then I'd go visit your doctor. But to be honest a lot of STDs present with little to no symptoms anyway and especially if it's on your thigh and not actually around the genitals it seems like a STD is unlikely. You can always get checked out though to be sure if you're still worried.

If you are worried get checked out. But it doesn't sound like the symptoms of any STI I've ever heard of. It's probably a rash.
