I'll answer for you:

Anything funny is considered spam. You'll be banned for being hilarious.

There. I hope you're enlightened.

Spam is posting useless topics that the only intentions the person has is to gain points. But they usually get caught.

Isn't the entire purpose of this site to give attention and gain attention? Everything here was placed here with intent. Is the problem with particular intentions? I'll guess those are advertising or posting for points, maybe. I can't think of any others at the moment.

On a forum like this, I don't think it makes sense to call things spam unless they bother other users--things like advertising, denial of service attacks, or other annoyances like that. Topics that provide any type of entertainment for other users shouldn't be deleted--that would be counterproductive. All that's really important is that the topic is in the right forum section. DTRM seems like a place for topics with no profound purpose. Random musings can't be very random if they're limited to certain types of content.

No, the main purpose of LiveWire is to be a teen support / advice site. Hence the tagline, "Peer Answers. Peer Support. Period." Sure there are areas that are not directly for support, like DTRM, but that doesn't change the main aim of LiveWire. I think the problem does lie with the intention, the fact that spammers just wish to make posts purely for the points with no real subject that can be conversed about. As I said before, moderation isn't black and white, there will always be posts on the fence, those that have lulz but seem like spam.

Why doesn't it make sense? They do tolerate a lot of funny / 'lolz' topics. I've posted many myself. As above, borderline topics may or may not be removed, depending on what the moderator thinks and what they think the intention of the post was. They don't flat out delete all entertainment, otherwise there would be a hell of a lot less active members.

Sure it may seem limited, and a no moderation zone idea has been proposed by members, but there are guidelines and these still apply to DTRM.
