I think it would be the fact that I couldn't fly in a plane. Oh, and the fact that if you kept flying out into the sea, that it literally goes on and on and on and on... well, you get the drift. And needless to say about that, it was rather painful when you crash your plane and have no idea how far away from the island you are. Every time I wanted to cheat, I'd end up at the airport, learning how to use the useless Sixaxis feature. Lack of clothing options, no army to hunt you down, no tattoos, no car customising, no planes, no hidden packages (instead we get pigeons).....and no option to steal the trains.....used to love de-railing the one in San Andreas. There were a few physics engines bugs, but in general, it was all right. Screw the lack of clothing, tattoos and all that shit. Definately this game did not deserve its rating that it got Not to mention things like the quad bike, the monster truck etc. San Andreas had some amazingly cool features and I was disapointed they didnt make it into GTA4. Yeah I agree, I dont play the game anymore to be honest. Its just another one of those over rated games added to my pile along with the likes of Halo
