It just signifies his intent. This is the modern age. Using a computer and using the internet is almost fundamental in a first world country. You are taking control of one of the most technologically advanced societies in the world and you don't even have the gall to sit down for a few seconds and learn about what just about every teenager in America learnt when he/she was 12. You gave no direct occurrences when he would have to USE one. As for IT programs, he has advisers who know more about computers than anyone on this forum.
