and no, lotion doesnt seem to work. its almost like i have callus on my big toes.what can i do to get rid of it?!

Get a pumice stone. Sand down them down in the shower. And then use lotion

i don't know, but i bet a pharmacist would. go into your local pharmacy (a smaller one would be better - you'll get more one on one attention) and explain the situation and ask what to do.
