Usually- over the counter means that the pharmacist or assistant may make a judgment call on whether your request is legitimate or not. So it can depend on the person and the product you are after. "Off the shelf" products are literally just sitting on open shelving and have no restrictions.

Errm depends on what your buying Morning after pill (dont know if its over the counter or not) i tihnk you can The Pill You can both you can get at 16 (i dont know if they are in pharmacys or not i've tried to buy them)
