Its the Merseyside police force. But just to check, i only need to be a British citizen right, not a resident? Are you a British Citizen, member of the EC/EEA, Commonwealth citizen or foreign national resident in the UK free of restrictions? I have a British passport Well are your parents British then but you live overseas or something? Otherwise I don't see how you could have gotten a British passport without living here. As for your original question, the wording seems to imply that as long as you have a residential address where you live in the UK (not restricted by the amount of time you've been here) you are eligible. But the wording is slightly ambiguous anyway, so I'd phone up the applications office or whatever the contact number they have listed and ask them flat out.
