Amsterdam is one of the most lenient places you will find anywhere. yes of course there are rules to be followed there but one rule of thumb is to behave yourself, be well mannered and take a low profile which will take you a long way.

In coffee shops, the places where weed is sold, they're extremely strict. I've never been served, and never seen anyone be served, who looks under 21 or so and doesn't have ID.
