Yes, it is, 'moron'. Because the government find it easier to legalise it and tax it. It is very dangerous but it's better than making it illegal. Prohibition in the USA taught a great lesson, then the alcohol was made illegally and sold on the black market. Gangs rose and made a profit by smuggling and dealing alcohol so the government decided to make it legal again and tax it.
