Nigger is a derogatory word for everyone to use, even blacks. Nigga is a "my brotha" sort of thing among blacks. Because of the history behind it. IMO, yes. Depends on the white person sometimes...I've noticed...and the manner and context within which it is said. Mostly it is taken as an insult.
