what do I have to do to stop my computer from re-starting every time I open Netscape?

This really isn't a fix but more of a recommendation. Drop Netscape as it is no longer a supported browser. Seek out FireFox.

Netscape is not a good browser, though. I have been informed that it causes problems on computers, and is more likely to lead to viruses/spyware kind of crap. If you're so against Firefox, for some odd reason, try IE, Safari, Opera, Google Chrome. There are a multitude of better browsers than Netscape for you to try.

You are not windows certified. A certified professional would not use Netscape.
