is to be able to park anywhere, take as much time as I'd like, and drive off whenever I'm ready.

LOL, i wish the same, im tired of having to park in designated areas, having to walk a ton to my destination, losing so much precious time

I propose valet roof parking. Every building will have a crane or two at the entrance that would lift the cars on top of the building for storage. Whenever your done, they lift your car off and set it down at the entrance
