While he was in Heaven he was a very higher power angel. Then while he was in heaven he wanted total power and control or something like that. He needed someone to be in charge of people who sinned, and Satan was probably just the right person to do so.   I mean, he obviously knew that people would sin, and he'd have to do something with them.  Besides making his "job" any harder than it actually is, he got Satan. God wouldn't be seen as good if there wasn't the relative evil that is Satan. They are just symbols to represent good and evil.
