I recently re-installed Windows XP Professional, and now I'm having an issue getting rid of the old installation file.

I have dual hard drives, C:\, and D:\

By default, C:\ was the master drive, D:\ the slave.

When I re-installed Windows, it set D:\ as the master drive and C:\ as the slave drive, which I don't have a problem with, but now there is all the files on C:\ drive from the previous Windows installiation and I don't know how to get rid of them as I don't have access to them.

I've checked around online a bit, and I found a program called "Unlocker" and that ended up being a whole cluster fuck of stupid, so thats not really what I'm gonna do.

So you just want to get rid of the C:\ partition?

I still want to use the C:\ drive as a slave drive mostly for music storage, but the windows files are still on there and they are restricting me access so I can't get rid of them, even in safe mode.

I did notice that it gave me partitions even though I wanted to do a clean install over the original version, so maybe getting rid of the partition would delete the rest of the windows files?

Right-click My Computer and select "Manage"
In the "Computer Management" window select "Disk Management"
Right-click the partition you want to delete the files on and select "Format"

That should do it.
