So they're going to log all of the information of their citizens into a giant surveillence database and track/survey phone-calls of people buying pay as you go phones (as well as probably anybody who speaks key words like "bomb")?

Yeah but it's the principle of what they want to do. They are doing it so that they can get more information on their citizens which they are going to put into a surveillance database.

They are then going to monitor who buys pay as you go phones and possibly wire-tap them to make sure they aren't terrorists.

It's just some news to mull over. Somehow I doubt this shit will fly in the House. Crazy stuff is always proposed, most of it doesn't get through.

Come back and talk about it if it does ever pass. It already has lots of opposition anyway: "The proposals have sparked a fierce backlash inside Whitehall. Senior officials in the Home Office have privately warned that the database scheme is impractical, disproportionate and potentially unlawful. The revolt last week forced Jacqui Smith, the home secretary, to delay announcing plans for the database until next year."
