The map type is called a cartogram.  A cartogram is where you take a specific attribute (such as GDP) and you make each country bigger or smaller depending on how much it reflects that.

In your example, it's reflecting carbon emissions.  In other words, how much CO2 that country is putting into the air.  It should generally reflect two things: industrial output (factories, etc.) and affluence (cars and the ability to buy gas, etc.).  Obviously most Western countries (plus others like Japan) will be rather large in such a map, and you'll see that to be true as the US and Europe are rather large in proportion to the rest of the world.
