My brothers gf, they are both like 19, comes over all the fucking time!

Ugh
She:

Lays on our new chair ontop of him, and the chair is breaking! He's 200lb ass plus her 150lb+ idk ass.

She cries and whines ALL THE TIME! yes cries!

She eats all our food. She ate all teh popsicles T.T. And I cooked dinner and she ate a large portion and my dad didn't have farly any to eat.

She yells at muh dog too much, he likes people and comes to sniff her and she tells him to go away.

I was trying to write a paper and she comes up behind me talking about about something when I was obviously busy.

She talks about things that have nothing to do with her. She was try to convince us our dog is going to be mean because he is part malamute. It's like stfu!

She needs to leave...

Tell her to get the fuck out of your house.

Tell her that, or deal with it.

You're puppy is positively ADORABLE!!! ^.^
And she sounds like a nuisance, tell your brother to keep her the fuck away from you or you're going to be mean to her and I'm sure he doesn't want that drama.  Tell him to keep her "occupied" in the bedroom, that way you don't have to deal with either of them.
