Though, I DO believe you should use "Nigger" on a joking basis - such as if you ask your Black friend where he wants to eat and he says KFC - you can respond with "You're such a Nigger!" (jokingly) But, you shouldn't use it if you're implying inferiority or hatred. Otherwise you got a right to be pissed at them. If blacks give each other the permission to call  themselves names then they can. If they didn't give it you then you can't.
