Does anyone know any free programs I can download that would allow me to 'paint' parts of an image greyscale, and let me leave certain parts colorized?

If I get one that is satisfactory, you may find yourself fifty points richer.

www.picnik.com.
You have to set up an account, but it is completely free, unless you want to upgrade to a premium account.

Gimp is brilliant for a free program, it's a reasonable substitute for photoshop, just takes a bit more getting to know because it is less pretty. But you can download skins for it that help.
