So a cute girl sits next to me.
She's popular, funny, and pretty outgoing with her friends.
The thing is, we don't talk, and I'm sort of too shy/nervous to.  And I don't think she has interest in me anyway.

Being that she hasn't initiated any conversation with me, should I just assume she thinks I'm just another average, unattractive guy?

I know what you're thinking: JUST TALK TO HER@@@; but, it's really not that easy for me

She hasn't noticed you yet. Start conversation.

If she has no interest in you then there is no point for you to run after her like a love sick puppy...

Assuming that is just giving yourself an easy way out. Keep trying.

Keep trying?  From what you've said, it appears you haven't begun.

Start trying.

buy a nice pair of binoculars and find a tree near her house, then you can watch her write in her diary and see if she likes you..be careful though, sometimes they call the cops

Maybe she's shy too. Try starting a conversation, the worst that can happen is she doesnt show much interest, but at least you know youve tried and then you can deal with it and move on

well to be honest, you havnt really tried so "keep trying" isnt really a good option. i would say you should "start trying".  unless shes really outgoing she might not have any reason to talk to you so just spark up a convo, even if its just random asides during class
