It does not interrupt any vital function . . . . Circumcision simply counteracts excessive lust, for there is no doubt that circumcision weakens the power of sexual excitement. . . . It is hard for a woman, with whom an uncircumcised had sexual intercourse, to separate from him." So if a girl has sex with a dude with a foreskin, she will never want sex with a cut dude again. If they dont have it for a long while, they dont want it anymore, and a guy that has sex every night will want it every night. This rabbi was clearly wanting sex to be used purely for procreation, and not for plain old sexual pleasure.
