does it mean questioning, or simply not willing to label themselves?

Being free of labels. Labels such as straight, gay, bi ect. Just not wanting to be categorized, imo

It has nothing to do with not being willing to label oneself, but simply that they feel they do not NEED a label. They could be any sexuality under the sun, but if they don't want to label it, they don't have to. It has nothing to do with being ashamed, but everything to do with being in control of their own sex lives.

It basically means not labelling yourself. Which, ironically, does give them a label. It's quite funny actually, in an amusing way.

I don't believe that people should be defined according to what gender they happen to be sexually attracted to at any given time in their life.

It's when nothing else fits. I think only a tard would choose that label because they don't want to be labelled.
