Yeahh i wantmy pierced so bad.
But i m underaged.
&& my parents won't let me do it so...
I was wondering can i get my 20 yr. old brother to go with me instead?

Yes. As long as you get consent from an adult they should do it. Tell them he's your legal guardian.
