I don't want to get too deep into it, by telling you how I got in this situation. But basically, I don't know shit of my hometown.

But I want to be more social, actually getting some friends and hopefully in a longer run, a girlfriend. The problem is, I don't know where I can find people. There's a mall here, but only senior citizens seem to be around there. I don't join clubs, because the only ones we have around here are of sports I hate. Can't have my driver's licence yet due to a different age-requirement than the US. It's at 20 here.

And I don't go to school...

So yeah.. at what place could I meet people and how am I supposed to approach them?

go to college, a college college (not university) and take a course in something you're interested in.
Or get a job somewhere?

Go to school.
I'm guessing you're homeschooled?
Go to a private school if you're nervous, the public school kids can get pretty rough.

Talk to people at cafes

Go to a touristy place and pretend to be a (new) tourist

"Hi tourist! OMG, i'm a new tourist too! Lets check out _____ I haven't been there." Then go to a bar and find 1 friend then stick to them like a stalker.

Bake a cake, the go knock on your neighbors door and invite him for a piece. Sit down, talk to him or her and get some information about things to do in your town. You could even go to one of those information/tourist centers and ask for advice. Good luck.
