I was born in the UK in 91' and moved to the US in 99'. I have basically adopted the American lifestyle, but I still have my accent (when i speak to family or other brits). I have British citizenship and passport. Would you consider me british?

Yes, I would. I was born in Hungary and lived there for 5 years before I moved to England. I have lived here most of my life and I have a perfect British accent and I still consider myself Hungarian instead of British, though I don't have British citizenship mind you.
