You should also try to get rid of junk accounts, ie the accounts of people who never posted anything, or have remained inactive for a long time. I have come accross a lot of these accounts. If there were some system to collect accounts to recycle, they would have to be ONLY accounts that never posted and never gained popularity.  If we were to delete the membername "Anti Christ", someone would obviously make it again for lols.
