easiest way is to do it in a mac. chyeah. as that was done in a mac. otherwise. play with contrast and colour levels.

Well, you can use digital image editing programs such as photoshop.

IRL or on a photo editing program? IRL it's easy, you carve a stamp and use different inks.

I don't have photobooth. You can't do this just with messing around with hue and contrast.

Where? How? Which options? 
Go to photobucket, click edit above the picture, when the edit thing loads, go to effects, and select pop art.
